Until then, however, boats travel right past corpses. When Pardo's skiff motored past the bloated body of a man yesterday in Gentilly, the location was noted but the boat did not stop. The same went for the dogs -- alone and barking or just waiting -- on porches, rooftops, and cars.

''God, the dogs are breaking my heart," said Dr. Julie Manley , a volunteer from North Carolina, who wrote down the locations of each. Maybe, she said, she could get someone out here later. Pet rescue is another thing entirely.
But, pet rescue is beginning. Our donations are sorely needed.
